Professional Profile
 Professional in this field of Special Needs and Inclusive Education are expected to have
the following professional competencies
 Promote issues related to Special Needs and Inclusive Education
Plan and manage inclusive education programs and projects at various levels: preschool,
schools, TVET, higher educational institutions, resource centers etc. Identify, assess and
provide intervention for persons with special needs
Create an inclusive physical, social and educational environment at school, community
and home.
Work on rehabilitation of persons with special needs at community level
Conduct problem solving researches in the area of SNE/IE
Provide education and training in various educational institutions and community settings in
relation to SNE/IE
Use skills in Special Needs and Inclusive Education
Apply adaptive technology in the field of special needs education
Support the achievement of quality education for all
Do special needs analysis and devise plans of solving problems

Postgraduate programs
Regular program in post graduate in Master of Arts (MA) Degree in Special Needs and
Inclusive Education in 2011 EC.
Extension program in post graduate in Master of Arts (MA) Degree in Special Needs and
Inclusive Education in 2012 EC.
Graduate Profile
The graduates of the Masters Program in special needs and inclusive education are expected to
be prepared for teaching and training, research and evaluation, community based rehabilitation
and rehabilitation counseling services at various levels of governmental and nongovernmental
organizations within the framework of inclusion, and special needs education and related areas.
Graduates of the program shall also demonstrate ability to design, lead and evaluate projects and
educational programs in the field of special needs and inclusive education and rehabilitation
areas.
More specifically, the graduates will be able to:
Have sufficient academic qualifications, knowledge, skills, and competence in
empowering regular teachers to use alternative and supportive teaching approaches and
hence improve quality of learning of students with and without special needs.
Implement inclusive education teaching and training at all levels with special emphasis
on special needs and inclusive education.
Identify and assess the diverse needs, ability differences and potentials of students with
special educational needs and conduct intervention and rehabilitation services
accordingly.
Conduct early intervention activities for children and toddles with special educational
needs based on intervention theories and practices.
Deliver counseling and rehabilitation services for children with special educational needs
and their parents/ caregivers and the local society at large.
Identify asses, design, manage and evaluate projects and educational programs related to
special needs and inclusive education.
Carry out problem solving research community services and development projects in the
field of special needs and inclusive education, rehabilitation and early intervention
activities.
Design curriculum in the field of special needs and inclusive education, rehabilitation
counseling, community based rehabilitation and early intervention in the disability issues.
Work as special needs and inclusive education curriculum experts, intervention and
rehabilitation professionals and educational advisors, and officers at various levels of the
education and development systems.

Apply theories, concepts and principles of education, rehabilitation and counseling in
special needs and inclusive education as well as rehabilitation activities.
Work collaboratively with families, colleagues and the community, regular education
teachers, specialists and other relevant workers to improve support programs and services
for persons with special educational needs.
Develop and implement individualized educational program (IEP) to improve and
support education of persons with special educational needs.
Adapt, modify, select and use appropriate assistive and adaptive technology and make
use of local resources to enrich students with and without special educational needs
learning.
Organize, manage monitor and evaluate special needs and inclusive education program at
inclusive schools, resource centers and community based programs.
Provide consultancy and policy advisement services in the area of special needs and
inclusive education and rehabilitation of persons with special educational needs issues.
Gather, organize and analyze data pertaining to disability and related issues for policy
making, planning and implementing inclusive education, community based rehabilitation
programs, and family based intervention programs.
Develop modules, manuals, brochures and others for practitioners working with people
with special educational needs in education and different settings.
Identify, develop, organize and run workshops, seminars and other training programs in
special needs and inclusive education and rehabilitation areas.
Work as a rehabilitation counselor and social worker in community in providing support
for vulnerable and at- risk persons and individuals with HIV/AIDS and other educational
and psychosocial crises.
